pretty much what the murican anon said, just a few additions:

After you opened the console with shift+o
the first thing you want to type in is "long dir" without the quotes of course.

dir() is function in python that allows you to list the contents of data structures.
however by default it will just be truncated after a thousand or so characters thats too low.

using "long dir" changes the output and removes the restriction.

After that, you type in "dir()"

it will give you a list of literally everything in the games memory. It is sorted so when you have a hunch of how something may be called you can look for it. Scrolling down to lowercase k for example will display stuff like

katara_choker
katara_flatter
katara_flatter_done
katara_progress

and so on and so forth. Naturally theres a lot of game engine internals you dont want to touch ever, usually everything starting with _ is a no go, and often things you are looking for match names in the UI.

typing in "katara_choker" outputs False by default. You can set it to True (warning case sensitive) and suddenly she has a choker around her neck, as thats an item you can gift her later. You do that with "katara_choker=True"

However finding out what to set and unset in which order to progress the story can be tricky and a lot of trial and error. For example by normal means you can only get the temple exploration to 4/5 for azula. Before you need to use the perfume to follow the smell. Just setting the temple progress to 5 will not be enough as perfume_used (or however it was called) also needs to be set to true, and progress may need to be adjusted.

Its a bit of a pain in the butt. So far I was able to "cheat" my way through kataras and korras story, but have not figured out toph and azula yet.

with these information you should be able to figure it out, or ask chatgpt for some details of how to grab stuff from the Renpy dev console. It will be helpful.

You can open the console with shift-o, then you can manually see and change the progress variables. Like if you enter katara_progress and it says that her current progress is 2, entering katara_progress = 3 gets you past her gift.
