I think people are confused about who Poppy is. There's a dead body in drawer 6 that you unlock with Jo Dee, that's not Poppy. Poppy is in drawer 3.

Once you unlock drawer 6 in the morgue, go to the whores and ask about the missing girls.
The whores will then ignore you. Go back to Jo Dee and ask about the whores (highlighted in blue in game)
Tell Jo Dee to get some sleep.
Open Drawer 2 (Combination 3 2 1)
Open Drawer 3 (This is where Poppy is)
Give Poppy the outfit you got from Drawer 2. She will go be with the whores now.
Go find Poppy with the whores, she will ask for something less revealing.
Go back to the morgue and wake up Jo Dee. You will now have her sheet in your inventory.
Use the scissors from Drawer 2 on the sheet to make a ghost outfit.
Give the ghost outfit to Poppy
Talk to Poppy and take $20 from her for working
The whores will now talk to you. Give the vagina picture to both whores.
Suki will offer to trade vagina pics with you. Agree.

Offer the Suki pic, $20, and a pic of your pussy.
Go back to the overworld. There will be a new location "575". Go there and she will say she wants to talk to another ghost.

Go back to 575 and Poppy will talk to the ghost and eventually a key will be put in your inventory automatically.
Go to the graveyard and use the key on the lock.
Grab the shovel and dig up one of the three graves. Left one has a salt shaker, middle one has a giant dildo, and right one has a crucifix. They will all have a note with a drawer and combination on it. Drawer 7 - 924.
Go back to the morgue and open the drawer (put Jo Dee to sleep if she's awake). There's tons of cash in there.
Take the cash out and put it all into drawer 3.
Jo Dee will confront you with her minions and you have to escape.
Use either the salt from grave 1 or the crucifix from grave 3 to trap Jo Dee in Drawer 6. (the dildo might work but idk, I haven't tried it yet) Edit: I did try it, the dildo works and you get an extra scene while using it.
Go to Lin and she will reveal that she's the murderer.
Use the cash stack on Lin and she will give you the option to fuck the minions.
You have the choice to stay in the game and explore more once it's over.

There doesn't seem to be anywhere to go, or anything to do after you get into the graveyard. You can see the hookers, but that's it.

i tried all combinations from 0 to 999 on locker 1 and none worked, worst 10 minutes of my life

use the scissors to cut holes in the sheet by dragging them together in the inventory. you can then get a key to unlock the graveyard. Go back to Jodee and she'll give you a shovel to dig up the graves. you can also drag the bones away next to the 'corpse' into your inventory, but I haven't figured that one out yet...
