  I also cant find Riselle. however, I found a glitch where if you talk to the owner of the store, press "talk" and then back, you can press "talk" again, and gett Riselle`s dialouge options. then you can either have a dialouge or press "exit". either way, you will end up Riselle`s house. unfortunately, it won`t fix the quest.
