  Step by step:
  First you need to watch those two in the home bathhouse.
  Then you need peaking at them until you come up that you need a spell(invisibility)
  Then you get that, peak at them till you can use it. Not sure if it's first try or multiple, but when you go over to the woman side, you cross the changing room and there lies their card for the bathhouse.
  To actually go there you need it as mission to another village from Tsunade.
  Get that mission and do it(only doable at start of the day) and when you arrive at the other village is the second building. Don'T remember if you need to do something except visiting them and then stay to go to their rooms(and buy the keys to unlock those). That should it be.
